It looks like some sort of medical equipment?
An oscilloscope is a laboratory instrument commonly used to display and analyze the waveform of electronic signals. In effect, the device draws a graph of the instantaneous signal voltage as a function of time.

Electronic test instrument that graphically displays varying signal voltages, usually as a two-dimensional plot of one or more signals as a function of time. Other signals (such as sound or vibration) can be converted to voltages and displayed.
