There is a difference in the pasta giveaway because using tobacco is a requirement in all their giveaway rules. Whether you follow the rules or not that is up to you. Show my the rule that you have to eat the pasta to be eligible.

The difference is that the federal government requires tobacco companies to follow certain rules, not pasta companies.
